Assignment Title:

The Ministry of Villages, Disadvantaged Regions, and Transmigration, Directorate General of Village and Rural Development, Directorate  of Socio-Cultural and Enviroment Development of Village And Rural Area (“the PIU”) has received financing from the World Bank toward the cost of the Institutional Strengthening For Improved Village Service Delivery Project (IBRD Loan 8941-ID), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include a wide range of technical assistance and services from qualified Non-governmental Organization (NGO) to assist development of/implementation of Marginalized community empowerment to increased social inclusion and social accountability with digital platform in pilot villages location project. The Services is expected to be carried out in 41 months until the closing date of the Loan with the estimated level of effort 287 professional-staff-months inputs. The expected start date of assignment is in January 2, 2022.

The PIU now invites eligible NGO to indicate their interest in providing the Services. Interested NGO should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

  1. Have experience in providing assistance at the Village level related to the application of social inclusion and social accountability in Village development;
  2. Have experience at least 10 (ten) years in empowering marginalized and vulnerable groups in the village consisting of women and children, the elderly, people with disabilities, indigenous peoples, minority people, and poor people;
  3. Have experience using social inclusion approaches and social accountability in village development;
  4. Have experience empowering marginalized and vulnerable groups in the village by involving a network of civil society organizations (CSO) at the regional level totaling at least 10 districts/cities in Indonesia or comparable size in the other regions/countries;
  5. Have experience in managing similar program funding from International Development Partners/Financial Organization of at least USD 0,7 million equivalent for each year in the last 2 (two) years in Indonesia or in the other regions/countries;
  6. Have audited financial report for the last 2 (two) years;
  7. Having experience in working with ministries/agencies, local governments, and village governments in Indonesia or in the other regions/countries;

Note for interested NGOs: The selection of consultant for this Services is carried out in concurrently with the similar assignment in the other two regions. Interested Consultants (NGOs) may submit their EOI for one or more assignments. If the same Consultant (NGO) is considered for inclusion in the short lists for the other concurrent assignments, the NGO’s overall capacity will be assessed to perform multiple contracts before including it in more than one short list.

Note for interested consulting firms: The Shortlist for this proposed assignment will be made entirely of NGOs, based on the nature and complexity of the assignment. 

The attention of interested NGO is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

      Consultant (including personnel and sub-consultants), nor an affiliate (that directly or indirectly controls, is controlled by, or is under common control with that Consultant), shall be hired for any assignment that, by its nature, creates a conflict of interest with another assignment of the Consultant;   

      Interested NGOs may associate with other NGO to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy (with other local NGO/CSO). In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Qualification and Experience of sub-consultant will not be considered at any stage of the selection process.

      A NGO will be selected in accordance with the Consultants Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations.
